Green Team

The Green Team is a newly formed Division of Community Development. The Green Team comprises City technical staff including the Landscape Architect, Urban Forester, and Environmental Planner. With the formation of this Division, the City of Palm Coast provides a focused group of professionals that cumulatively comprise a diverse resource of environmental knowledge and experience.

The main objective of the Division is to preserve and enhance the City's natural and structural aesthetic land use and development through practical application of the City's Land Development Code and all established zoning and code regulations.

As part of the Division's day-to-day responsibilities, staff reviews proposed development within the City, tracks development outside the City, coordinates with other local governments and regulatory agencies, oversees the welfare of the City's landscaping including, but not limited to determining tree health, insect and disease diagnosis, new construction landscape inspections, and final landscape inspections.

In addition to City aesthetics and resource conservation, public welfare is also a focus of staff as it relates to the environment including wildfire and floodplain management.

The Wildfire Mitigation program works to provide ensure a 30 feet of managed vegetation adjacent to residential structures. By notifying vacant property owners of accumulations of flammable vegetation and requiring property owners to comply with our Ordinance, we hope to reduce the potential threat to life safety and property damage that may be caused by future wildfires.

Within the Division, Certified Floodplain Manager (CFM) is a certification that is held and utilized as a resource to the City. With this knowledge, the Division provides another technical aspect to development reviews and planning guidance to a growing City. In addition, the City having CFM on staff influences cheaper insurance rates through Community Ranking System (CRS) visits through the Federal Emergency Management Agency (FEMA).

In addition, the Green Team provides liaisons to a multitude of citizen Boards and Committees including but not limited to the following:

  • Beautification and Environmental Advisory Board, City of Palm Coast
  • Land Acquisition Selection Advisory Committee, Flagler County
  • Code Enforcement Board, City of Palm Coast
Additional programs provided to the community by the Division include the following:
  • Adopt-a-median
  • Adopt-a-road
  • Arbor day
  • Earth Day
  • Green City Committee : comprised of volunteer staff from various City Departments.

The groups and programs detailed above provide education or outreach to schools, citizens, contractors, developers, and other City Departments. Staff tasks themselves with being proactive with identification of potentially hazardous conditions for citizens and the environment. The Division works closely with other departments including Code Enforcement, Public Works, Utilities, and Parks and Recreation to protect the City's citizens and natural resources.
